Can Ultimate Gods be considered a civilization in someway?

And How Downstreamers are considered a Civilization while being developed like complete gods Unlike Ultimate Gods?
 
Ultimate/Other Gods are completely impersonal and unrelatable entities existing in the ultimate infinity of Chaos and nothing they do can be rationalized accurately by lower entities.
 
Depends on your definition of a civilization and how you interpret the ultimate gods' operations in the first place, because both are pretty much entirely subjective. There seems to be a hierarchy and some of them seem to have jobs; Azathoth is their governor, Yog-Sothoth is the guy who tells people things, Nyarlathotep allegedly executes the rest of the UGs' will and the little squid guys play Darude Sandstorm for Azathoth all day. Other than that, they just seem to live in the same plane of existence. The operations of the UGs are vague by design since, y'know, they're COMPLetEly bEyOnD PuNY moRtaL HUman CoMpreHeNSion.
