According to the Capcom wiki:
With Earth completely overrun by these scourge, Captain Commando and his three faithful "Commando Companions" rise up to erase this criminal enterprise from both planet Earth and the whole galaxy. Concept art and other sources expand a bit on the background story of the main characters, for example revealing that Scumocide was behind the death of Captain Commando's parents, the desctruction of Mack the Knife's home planet and the circunstances that led Baby Head to become a baby.

The sources in question given by the wiki are this:

"Capcom Gamest Mook Vol. 17: Capcom Illustrations".
Club Capcom (#1) "Game investigation Squad: Captain Commando".

I found the first one (in Japanese), but unfortunately not the second one.

SonSon II is the son of SonSon from the original game, right?
I don't think there's any information about it as the manual's not entirely scanned, except in Marvel vs. Capcom 2. However, Capcom Wiki and this page implies that original's the grandson of Sun Wukong himself. (though literature shouldn't be scaled for obvious reasons)

Actually, the exact Club Capcom issue you're looking for is also in Internet Archive. (link goes to the page you wanted; it can be downloaded from options where it's labeled "0060")
Can you translate this via Google Lens please? I submitted this on the official translation request thread but they wouldn't translate it because it was too long.
 
It's quite annoying that the lore of retro and obscure Capcom games is only available in even more obscure Japanese manuals/guidebooks.
 
I can't make out very small text on Shinseisha's book, but Capcom Wiki's references of that page does imply Mack's Over-Technology was researched and then used to create CapCom's power suit/technological gadgets after being helped out by Dr. Alexander (highly respected scientist/his father), before Scumocide murdered both parents (Gou was their bodyguard, with Ginzu & CapCom having known each other since childhood) and their whole group (whose teacher Hoover was, somehow reincarnating himself into his granddaughter's son).

Funnily enough, CapCom's job as the CEO of Star Electronics is kept there, despite a civilian name existing only in the manga.

Lowkey find it a bit funny how the most skeptical they were for BoF was just the Ragnarok speed scaling and the Myria dimension, and the latter being just “oh it’s a a TV projection and not real space” is just untrue when we literally have hovering platforms trying to take you from point A to B, which wouldn’t be needed if the space below wasn’t real.

Pretty cool the blog actually acknowledges how the whole Zelda>Null>Goddesses scaling isn't actually that solid, shame it uses gameplay to justify scaling base child Link to Majora, at that point they may as well as accepted her scaling to TOTK Ganondorf.

Been meaning to start Breath of Fire, been on the backlog for a while and I've got the first 5 games but a friend told me that the sixth game is a shitty free to play mobile game? I dunno if any BOF experts wanna weigh in on if I should ignore that one or not, doesn't sound like I would wanna play it based on what he told me.
 
Just a heads up, the first two games on SNES have dogshit translations and are really rough to play if you’ve played enough JRPGs. Get the GBA ports since they have a lot of much needed QoL improvements
