Consistency for Tier 6 Warframe?

So the objective best frame Voruna is out, and her Leverian says the following:

So is the implication here that Voruna merely fighting was enough to shake Lua? I'm not sure myself, but if that's the case, wouldn't that be somewhere in the tier 6 range, consistent with Atlas' meteor busting and Inaros' sandstorm?
