Cooler has a 5th form that was said to surpass Frezia.

Cooler is already stronger than 100% Frieza, in his Final Form. I even would argue that is stronger than Mecha Frieza but with a difference pretty small.
Anyway, since this is normal Frieza, Cooler wins.

We known, the other version of Frieza would be either GT or Super ones, and both of them stomp. Cooler was stated to be stronger than Frieza, only way that I see this as a fair match is using Mecha Frieza.

Cooler via intelligence. Frieza is an unstable moron, while Cooler is more cooler (pun intended) and savvy. He's also noticably more tactical even when against those stronger than himself
