No, this isn't a joke. We all know how fearsome the champion is, but this is not a joke.

In the anime, in her fight against Paul, it's stated that while using Dragon Rush, the move imbues the target with so much fear that they can't move. They can still attack, but they can't move their legs.

Ash: Why isn't Weavile moving?

Brock: Dragon Rush is a move that focuses the body into weapon that strikes with incredible power. Any opponent loses its ability to escape from it!

Paul: In that case, Ice Beam!

Weavile fires Ice Beam.

Garchomp dodges and one-shots.

It's possible, but given Dragon Rush's mediocre accuracy in the games, I'm unsure. Could just be game mechanics tho.

Moves can be inconsistent in the anime. Stealth rock for example, could activate mid battle in sun and moon

Btw, while we're here, should we give Cynthia her Pokemon Masters stuff? Like the special Sync move she has with Garchomp? "This Match is too Fun!" and Earthquake of Ancient Lore? And add X Attacks to her standard equipment?

It's because the move can flinch. The same thing happened to Paul's Chimchar(?) when Roark's Cranidos attempted Zen Headbutt on it.
