Smoke doesn't matter, young people who aren't even Padawans and have little use of the Force can have an instinctive reaction, capable of blocking shots with their vision obscured and all their senses blocked. This same instinctive reaction is more accurate than Sci-fi computers since Luke in episode 4 (who had very little knowledge of how to use the force) with this instinctive reaction was able to hit the weak point of the Death Star that was considered impossible to hit even with computers.
And comparing with others in the same category (apprentice Sith Lord), we have the Stranger, who was able to face and defeat several Jedi at the same time (who had Force sense, precognition, etc.) using that same helmet that obscured vision and blocked all senses.
Vibration can be blocked with a Force barrier, and electricity can be blocked with that same barrier or absorbed/reflected with the lightsaber.
Peter knows touching Maul's saber will mean instant death so he's likely using his environment obviously, though TK will be annoying as **** and there's the chance Maul just gets pissed enough at Peter's bullshit webs that he literally throttles him with TK
I think that webs thrown at Maul can be easily destroyed or blocked (Barriers, lightsabers and Force Push)
Using the environment can be good, but Maul will know what Peter will do with telepathy, Force Sense and precognition.
And he will also be able to defend himself with instinctive reaction, improved reflexes, and tomorrow perception manipulation will be added with Jedi and etc. being able to see things in slow motion when guided by the force.

Funny thing is, if Maul wants to he can basically win the fight quickly, using Force Stasis and cutting Peter, using the mind trick or simply causing mental damage to him with the dark side.
