I guess WoGs can be fine but nowadays it seems that they are used if they buff your favs and avoided if they nerfs your favs which is lame.

I'm willing to buy individual 1-A Persona characters so long as it's on their own merits, not hyper-wanking the entire SMT Verse regardless of individual continuities.
As someone in a fandom staring down the barrel of 'Saga scaling', that latter scares me more than anything else.

Can Persona characters even use their summons and other 1-A stuff in the real world? Joker gets headshotted by a normal police handgun and dies in the bad ending. I'm about 100% sure Kira would kill Adachi easily outside the TVs.

Can you? Dimensional scaling aside, there are calcs which place even fodder characters well into Tier 8.
They technically can, though it requires significant willpower on their part. Evokers allowed for SEES to summon their Personas after the dissolution of the Dark Hour, and Mitsuru claims that it's theoretically possible to summon one's Persona without the use of one.

It's not really benefit of the doubt or theoreticals if we see it happening, unless you're referring to summoning outside of special locations
But then again, the Persona 1 and 2 casts can summon in the real world as well

The cast of Persona 1-2 can do it in the real world and they take place in the same universe as Persona 3-5.

You could argue they'd reasonably be able to RE/AD the ability to do so, given how characters have grown substantially farther through the use of such abilities. Mitsuru initially summoned her Persona through sheer emotion/distress, which is the same mechanism that every MegaTen human's RE/AD operates on.
