Death of the endless tier

Hello guys! First I would like to apologize in advance if this question is stupid since I'm new in the comic world.

My question is regarding Death of the Endless in relationship with Dream. In the tiering system, I've seen that one of the personifications of Dream is 1-A (the lovecraftian personification), and I know that Death is "at least High 1B, likeley 1A". So, considering that Dream has a personification that is baseline 1-A, and knowing that Death is stronger than Dream, wouldn't that make Death a baseline 1-A by powerscaling?
 
I think that both Demnok and Sandman31 have a good point. Both Dream and Death should probably be 1-A.
 
I'm personally not really sure why Dream of the Lovecraftian Horrors is flat 1-A (he is scaled based on statements about eldritch horrors he is not actually a part of), or why he's a separate key from normal Dream (all Dreams are just perspectives of the same "being"). It should just be the same tier as Dream, who already has "likely 1-A" as part of his tier.
 
Okay. Azathoth usually has better judgement than I do about such issues.
