Actually he can use Black Whip without OFA. I don't know why I added Air Force though ?

Black Whip literally comes from him using OFA. He doesn't need full cowl to use it, but he does need to actually activate his quirk.

He needs 20% to be able to control Blackwhip, and that's just for a second.
