My speculation is something like this:
Inferno of Jealousy.
In Chapter 4, when arriving at Noelle's house, Noelle gets surprised upon finding out that Kris & Susie went to the diner together if that was done.
You can do that on the Weird Route.
On WR, in the hospital scene, Noelle uses FireShock on the IceDrake because she's more assertive.
But Noelle seems to be an ice-themed monster.
From what we've seen, Susie doesn't know what's going on with Noelle in the WR. There's no ferris wheel scene, she goes home early, they don't have time alone in Noelle's house, & Noelle is... not in her right mind.
So what if the plan is to get Noelle at the lake, then somehow get her... burned?
Break Noelle, so that she no longer seeks Susie. Then, destroy the ice monster with fire. Susie is now all alone.
Various responses to answers like "Festival" imply that however much the user may want it, it's wrong, can't/won't happen; Kris & Noelle won't/don't get together. (Or the story is broken by it being happening.)
That's why it says:
"You only need to see her once.
And you'll move on."
(Plus, arguably, the tone of the answers matches with the Shadow Mantle Holder so far, which would support a fire connection, plus the lighting. Look at the shadows, & how Kris's face is shadowed; Such a visual on the face is often used for when a character is emotionally unwilling to show their face.)
When is the last time you need to see someone?
What kind of meeting with such a person is also one you'll then need to "move on" from?
Perhaps because there's no going back?
Susie will be none the wiser; A fire in a forest at a festival? Where discarded cigarettes can be found? An accident. Surely.
Perhaps, instead of this, if Noelle is to be "used up"....
On one hand, is she to be used up in the Light World in conjunction with an "Ice Key" equivalent? Just who or what could that be??
But HERO_SWORD is she also used up.
Are the 3 used up at different times/locations in the Light World?
There's also the shadow's directionality.
Previous ARG answers said something indicating that her smile would be at a time before sunset, but I don't remember the exact details. Should get back to this part.

It could be this is just artist shenanigans, but the sun doesn't set in the east.
Yet the answers part 2 of the Thank You Survey/ARG gave indicate this, her smiles happens before the sun went down.
From what I've read, Ralsei saying the unused classroom is East of the supply closet would indicate that the light world's layout has the lake in the eastward direction.
On the other hand, if this really is at sundown, then that suggests we've got a vertically flipped perspective (Or Hometown is on a different hemisphere? I'm unsure. Not 100% about how globe things work.)... which would mean the north & east winds in the The Roaring Knight battle come from The Shelter & the Holiday Manor, fittingly.
It'd also make the Shelter the northernmost point of town, aligning with the Ice Palace which is travelled to by going north. (Although, since the Sword Route ends on a different board, maybe not.)
But there's ANOTHER issue.
When Castle Town is entered in Chapter 4, before entering the Dark Sanctuary, Susie tells Ralsei, among other things:
"The Knight took her and locked her in the shelter south of town."
So:
A. The story's inconsistent with the directionality of Hometown's layout.
B. Ralsei's knowledge of Hometown's layout is imperfect because he can only be in the Dark World, even though other Darkners act like they have memories of being in &/or perceiving events in the Light World, also &/or Susie doesn't know the directions of Hometown well, which, to her credit, she did seemingly move there recently?
C. The art is fudging the shadows for dramatic effect.
D. There's something else being missed.
E. The new image of Kris is happening at sunrise.
Is that the lighting of a sunrise? But with their face in shadow suggests a bleak mood....
If Noelle is prone to blacking out at certain times (Like when getting the SnowRing or freezing the puzzles.), the ThornRing has a Trance up effect....
In the Weird route, when Noelle saw Berdly, she initially identified him as "another enemy" & offered to freeze it.
It's strange. She snapped out of it back then; But in the Weird Route, at the end of Chapter 4, when Carol(?) calls, she says Noelle is really looking forward to going with them.
Dubious as they may be, there are song names in the OST like 12 AM & 13 AM for parts of Chapter 4's Dark World, suggesting the Second Sanctuary & stuff happens around then.
Kris & Susie woke up, got served pancakes for breakfast, went to Church, Kris is tired enough they could sleep through the whole service, then they go to Noelle's house, it rained, & they maybe went to the diner at some point during that.
When Kris & Susie exit the Dark World, it's night time, late enough for Kris to go to sleep, yet Sans (& Toriel, who is drunk.) are awake, & not too late for Carol &/or The Knight/whoever the caller is to call Kris.
....Were Carol/the caller/the Knight just going like, "Wait an hour, call to see if Kris's phone has reception."?
Surely, Carol must be The Roaring Knight because she'd have to be to know when Kris was available to call, otherwise Kris's cell phone would have been ringing all throughout Chapter 4!
Maybe it was delayed because it was only then she decided to give an update about Noelle's status? Were Noelle & Carol up past midnight?? Or did Carol just wait until then to mention it for some reason?
Kris deleted all their contacts before the SOUL was reunited with them in the Holiday Manor, but maybe Kris remembered their numbers & contacted them after getting home?
While it's true we see a cutscene of them struggling to sleep, Chapter 3's ending (& what Noelle tells in Chapter 4's Weird Route.) with the shelter door opening for Kris shows that they can do things during fade to black, so maybe that's when they sent a message something like, "Done playing hero, all alone now. Communications open again." to Carol or something, to re-establish communication readiness??
I can kind of believe they'd do something like that, since the cell phone is 1 of the few things of Kris's the SOUL can access any time, even if it's usually useless. Presumably, the Knight/Carol don't call them when a Dark World is open because the phone doesn't work then, & to avoid compromising Kris's identity. (& so far, it seems to have only been for very select things & communicated about covertly; Seems very cautious, no?)
Anyway, the point is, it's probably been like 6 hours since Noelle was left in the Weird Route, after getting the Weird Route.
Carol called Kris to inform them that Noelle is really looking forward to going to the festival with them tomorrow.
Meaning Noelle was under TRANCE for hours in the Light World in the Weird Route. Possibly even until, she &/or Carol said good night & Carol called to give a status update while the house was quiet.
Mind Manipulation duration potency feat aside, this sets a precedent. Noelle can stay in TRANCE for hours now. Maybe the Dark World & the illusory nature of Dark Worlds helped Noelle be tranced, maybe not...? She was broken out of TRANCE in a Dark World by recognizing a friend, Berdly, so....
A. The TRANCE effect is stronger in the Light World??? (Despite the themes of the DWs being more like fantasy & games than the Light World?)
B. Noelle was just really un-distracted after Kris left in the Weird Route.
Like an actual NPC, waiting, transfixed with an unerring friendly smile for a command to proceed with, no matter how many hours.
(Okay, maybe not, since it's a question of when she smiles next.)
C. Fear of the SOUL (& possibly shock from the pain of the selecting to EQUIP the ThornRing anew to her.) has made Noelle able to be in TRANCE longer.
Again, among the answers to part 2 of the Thank You Survey/ARG were (answered parts in brackets.):
Then, "The next day, you'll see her smile." (festival, 1 day)
So, "Before the sun went down." (Above 10 seconds, but below 1 day)
&
Do you think that means she still can? (never, Forever, Eternity)
If Noelle gets "used up", as does Kris.... What if "the next day" answer didn't mean seeing her smile at the festival, but in 1 day from it?
Kris goes with Noelle to the Festival, takes her to the lake where no one is, & gives her a command, telling her to wait, probably at home, rather than the lake.
This makes Noelle, under TRANCE, smile.
The next morning, after the festival, everything catches fire.
After all, under a TRANCE, Noelle saw one of her best friends as "just another enemy", & if it's a stronger TRANCE now, it's possible she could be convinced to... "harvest all the free EXP" that is Hometown.
& then Noelle is taken out because TRANCE has removed her self-preservation of "getting stronger". Kris is taken out because.... I'm not sure. Being unable to stand what has happened? Resentment? Grief?
Oh & I guess that would mean the ThornRing is the Ice Key?
(But it doesn't power up the White Cloak. But you had it for all the time except a few seconds of White Cloak's accompaniment of HERO_SWORD.)
The logistical issue with this is the timing; The lighting suggests it happens at sunrise, so either Hometown's layout's directionality is inconsistent or the Festival starts at sunrise & Noelle & Kris are up REALLY early for this?
But doing it at the very start of the Festival's day or the day after seems strangely wasteful; If the goal is "EXP" or malice, why not at mid-day when the Festival is at its peak?
Maybe it's just lighting from the fire itself, & not the sun?
But shadows face the opposite direction of the source of light; Kris's shadow points opposite the direction of lake, suggesting the LAKE is on fire.
As much of a preparation prankster as Kris is, somehow I don't think they have access to the chemicals that set water on fire, abundance of dead leaves or not.
Dangit, Toby, this shadow screws everything up!
