Why would the same person have a different height across timelines-

For the same reason his age is different and various characters being alive during Asriel's time in deltarune despite Asriel dying around a hundred years ago before many characters were even born in Undertale.

Im not gonna go through the past like 15 pages but where are we vibing as far as Omega Flowery in the overall ranks of power? Also was he still Omega when he fought the Knight?

Then again, if sans gets 1,000,000% confirmed to be the same across both games this point is mostly mute. Unless Toby reveals it was all one big red herring which would be pretty tasteless (I'm not overly fond of sans being from deltarune but this would just come off as kinda needlessly distasteful if done poorly)

No, because the flowers went back to normal shortly before he fought The Knight.

Definitely not Omega at that point, the other Flowers separated from him immediately after the battle (we see Blue heal him and Kris, and then we say goodbye to them as they turn back into their light world forms).

He’s definitely got some of the best overall stats out of any character, though I’d argue the Knight is still higher overall and Gerson is at least faster. Kris at their peak is relative to him, though Flowery hesitates in the final attack and also deals less damage once Kris is at half health (most players won’t even see this though due to how easy the fight is, so I’d say Kris is only slightly below Omega Flowery’s real stats).
