Okay, I can do this. For this scaling chain, < means below the following one, << means big enough difference that the next one stomps, ~= means about equal, =< means slightly below the next but still close to equal. And DT is shorthand for Devil Trigger.

The stomps between base and Devil Trigger is because anime Dante was weaker than Abigail, and then stomped him by attacking him in Devil Trigger. So we know Devil Trigger is a big enough boost to turn a losing battle into a stomp the other way around.

Nero is somewhat unknown due to his fight with Vergil happening when Vergil had just finished getting the crap kicked out of him by Dante to the point he was breathing hard and had trouble standing, and yet in the scripted grapple scenes he still keeps up with Nero and even wins the sword fight to land the first hit. Meanwhile a similarly exhausted Vergil in DMC3 was stomped by Arkham who admitted Vergil would have stomped him if Vergil hadn't been so beaten up. This should indicate that under normal circumstances Vergil would have still stomped Nero. If Exhausted Vergil << Arkham << Healthy Vergil, and meanwhile exhausted Vergil =< Nero, then a healthy Vergil should still stomp Nero.
