If he can even get that close which he cant because Tomoe's Dragon Eye and Aura of Despair is passive and it will Petrify, Curse or Death Dio by simply getting close

Dio has one-hour-long timestop. Dio has enhanced senses, mind control fear aura genius intelligence and etc.
 
And after Timestop ends and Tomoe sees DIO, she can instantly BFR DIO to Mist world because of Sheer Range Advantage and just leave him there
And that's one of the many ways she can win

Dio has precog and will know what to do
Superhuman Physical Characteristics, Genius Intelligence, Extrasensory Perception (Capable of seeing ghosts and souls among some other supernatural forces that are normally otherwise invisible), Flight, Acrobatics, Absorption, Body Control, Hair Manipulation, Minor Elasticity (Can extend his veins), Biological Manipulation, Healing (Shown here), Immortality (Types 1, 2, 3 & 6), Self-Sustenance (Type 1, survived at the bottom of the ocean locked in a coffin for approximately 100 years), Regeneration (Mid-High), Mind Control, Telepathy, Heat Manipulation & Ice Manipulation (By vaporizing the moisture in his body, he can transfer the loss of energy to others, freezing them), Necromancy (Can raise someone from the dead by pouring his blood into theirs, causing them to turn into a vampire or zombie), Water Manipulation (Can fire highly pressurized jets of liquid from his eyes), Fear Inducing Aura (Besides the usual Stand Aura, DIO can emit an aura that causes those around him to get chills, become on edge and in some cases, stricken with a nauseating and crippling fear), Social Influencing (His presence and dialogues could generate rather abnormal reactions on others who he related to or just met, ultimately inducing things such as massive fear of him, loyalty or appreciation, convinced even Funny Valentine to help him further his goals with undying loyalty initially), Non-Physical Interaction (Capable of interacting with Stands and grabbed his own soul), Soul Manipulation (Cut his own soul in half and placed it in someone else's body), Aura, Summoning (Of his Stands) and Resistance to Soul Destruction (Survived the destruction of The World's disc) and Pain (Has suffered through extensive injuries and damage that would otherwise cause tremendous pain with no issue)

It is unknown how far into the future he can look into, but it allows him to plan against anything and everything that could pose as an issue to him and change the future in any way he desires. This was how he got past his original fated death in Part III: Stardust Crusaders and how he knew when to set his plan into action.

His time stop lasts an hour and he will hax her before then. Dio mind manipulation works with physical buds
  • The Ultimate Lifeform:Gained from drinking Kars' blood, Dio has become an Ultimate Lifeform like Kars, but not to the degree like him. He gains an increase of strength and heavily increased regeneration abilities. While he hasn't shown the abilities like Ultimate Kars (Adaptation, Reactive Evolution, and Power Mimicry), by default he should already be able to have:
    • Evil Implants: Dio can create parasites that are implanted into his victims' brains. When taken out, they grow tentacles in attempt to kill the host and the person who takes it out.
    • Space Ripper Stingy Eyes: Dio fires pressurized jets of waters from his eye sockets, which contain his vampiric essence. It easily pierces through human flesh and something as hard as stone and even missiles.
    • Vaporization Freezing: By lowering the temperature of his own body drastically, Dio can freeze organic tissue by touching it. This can range from simple limbs to an entire human body. It is noted to stop blood from flowing within the body, therefore acting as a counter to Hamon.
  • Soul Splitting: Dio can split a piece of his own soul out of his body and place it inside of another individual. When his soul is inserted, it will begin to take over their body until they become Dio himself, both physically and mentally. This was how he created his double for Part III: Stardust Crusaders with Giorno's body.

The parasites become petrified, paralyzed, and die via Aura of Despair unless his parasites are somehow resistant to those effects

Yes but he will see into the future and it's passive and know what to which is to stop time and attack her with hax

Ummm.... Feats of DIO's Time stop halting the effects from Passive Aura where?
And essentially no. Similarly in the case where Joseph's Hamon could be conducted even in time stop, Time being stop wont stop the aura from working at least not without feats

Hamon was NPI and dangerous against dio he can split his soul and throw it at tomoe and she will become him physically and mentally.

My Point wasn't if it had NPI or not, It was if it could be conducted and move in time stop and it could. For heaven's sake the magnet Jotaro placed on his cuffs could move in time stop. No reason nor feats explain why Tio's Aura would lose it's effect in Timestop

Yeah he most likely will and if he gets close to tomoe he dies. DIO likes getting up close and personal so what would most likely happen is DIO stopping time, walking up to Tomoe and then either being, petrified, paralyzed or Death haxed. He does have the passion, but he won't use it first IC + he cant utilize the passion's ability of precognition without activating it first. So he will stop time, walk up to Tomoe, then Die

Hamon being Conducted by stands is an affect of Hamon itself not a weakness of Stands

It means that Dio has no way of winning, and Tomoe is too overpowered. We flip a coin to see who goes to the next match.

Before I flip it, I would like to see if other would like to as well. Instead of voting "Dio," or "Tomoe," you can say "Flip a Coin FRA"
