My thoughts: Doctor Doom curbstomps him. Doc nearly has all of Rick's powers in the start and has resistances of Rick's best haxes via time stop and void manipulation. As for Rick's death inducement via touch, that's unlikely going to happen since Doc has intangibility. Doc can just stop time him and call it a day, since he doesn't have resistance to time stopping.

Because of this and the reason above, I vote for Doctor Doom.

With full knowledge and prep-time, I'm sure Rick could win. But a sudden battle with no prior knowledge? There aren't many things Rick could improvise at a moments notice before Doctor Doom completely obliterates him.
