Nevermind the fact that we don't use Omnipotence here, but creating an omnipotent would contradict the very idea of the thing being omnipotent in the first place.

Omnipotence in of itself is a literal walking contradiction.

So no, whatever is created (Assuming Azathoth is truly Omnipotent), it cannot be omnipotent due to such logical fallacies. If Azathoth DOES create another Omnipotent, then neither would be omnipotent.
