Doomguy vs Deathstroke (Post-Crisis)

Save to say Doomguy, BFG-9000 will most likely reduce Deathstroke to dust.

And Doomguy clearly have much more EXP then Deathstroke.
 
Question: The post says 'Both at 9A', but Doomguy's higher tiers are reliant on his equipment. Does that mean Doomguy's arsenal is restricted here?
