Durability, kinda question

So say there are two characters, Character A and Character B.

There is an attack that Character A cannot survive, but Character B can. However, Character A is capable of both harming Character B, and survive attacks that can harm the latter. Would Character A physically scale to Character B?
 
With lack of more context, character A may as well be a glass cannon, or character B is a stone wall. Also, harming is kind of a vague measure, character A can be overall physically less tough than character B, but it can survive attacks as long they do not hit vulnerable spots, and character A can harm character B, but it would need to take a bunch of attacks to wear it down.
 
Really hard without context, becausw given what you presented, B could possibly have some form of limited invulnerability, or it is the attack's weakness
