I believe this shall become a battle of wits as well as power: Elektro has a non-decisive, but noteworthy advantage of power, but he hasn't got any intelligence (literally, his page doesn't mention his intellect), while all Espers have it as a decisive factor and WORST is like a supercomputer.

I believe WORST outsmarts him into getting beaten by all those weaknesses. She may even learn a trick or two due to fighting a stronger opponent, just like Accelerator did, lol.

I believe Misaka Worst will win this quite handily. Elektro is weak to everything able to short-circuit him and Misaka is a walking EMP through her Magnetic Powers. Considering that anything below 200.000.000 Volt should not harm her.

Elektro is only able to dodge Bullets, but Misaka's Nails should be faster than that, giving her another advantage. And with her Ability to analyze EM-Waves and extreme intelligence she should quickly figure out she just has to douse him with a bit of water to win in the worst case.

Actually, Misaka WORST's nails are stated to be only possible to fire at Mach 1 and below, so Elektro could dodge them.

But, yes, she would be easily capable of short-circuiting him. Even if he is smart enough to avoid that, she... is likely smarter. This isn't a stomp, but is a victory for WORST.
