Enough multipliers to stomp?

If a character is described as scaling to 3x another character, is that a difference big enough to stomp, or would they win with some difficulty?

Are you talking about a fight in-universe or a vs thread? In a vs thread, the difference needed to one-shot is typically 7.5X

In-universe Character A points to Character B and says "he's exactly 3x stronger than me"

Then that entirely depends on the verse in question, there's no standard answer.

Although a statement like this would usually be intended as "he is capable of completely kicking my butt"
