Whist Exar Kun is marginally weaker than RayQuay, he does have a massive advantage in speed and has durability bypassing hax, so I give it to the wielder of the double-bladed lightsaber.

Exar wins this. Like The Everlasting said, he has a massive speed advantage and hax. Even if Rayquaza tries to fly up and spam long-range attacks like Hyper Beam, Exar can stop him with the force.

I think he can, he is too fast and his mind control give shim a very good edge
