Why isn't Richter considered Planet Level or at the very least, Multi-Continent Level. It was going to create an earthquake that would have destroyed Earth. This revision would also likely affect the other experiments.

It's designed to eventually cause the destruction of planets by locating the right weak points, setting off chain reactions. It was going to so in the series. I don't know if that would qualify as Planet Level, but in any case Island level does seem a bit low.
