Alright then lets compare the stats here...

DC = Well for DC (at there highest levels) FēisÃön is obviously superior as he has Building Level DC as compared to Felicity's Small Building level Dc. So DC goes to FēisÃön...

Durability = Now it gets interesting. FēisÃön has Wall/Tree Level at his highest while Felicity's durability is "At least Building Level - Higher with Blade Shield". So Durability obviously goes to Felicity...

Speed = As for speed FēisÃön is Hypersonic+. I'm assuming that he's Hypersonic+ in Combat, Reaction and Movement speed as it wasn't specified. While Felicity's speed is "Peak Human+ Level w/ at least Supersonic+ reactions - Faster with Shadow Blend". Ok so FēisÃön is at least 340 times faster than Felicity in movement and combat speed. And his reaction speed is at least twice as fast as Felicity's. So Speed obviously goes to FēisÃön...

Ok now usually DC, Speed, Durability and Hax are the main deciding factors in a VS Match up. But I gonna include Striking Strength, Lifting Strength, Intelligence and Stamina in here just for the heck of it...

OK so...

Striking Strength = Felicity's Striking Strength is "At least Class KJ - Higher with Serious Business" while FēisÃön is at Class MJ. So Striking Strength = FēisÃön.

Lifting Strength = Once again FēisÃön is superior here as he has Class 5 Lifting Strength while Felicity is Class H.

Intelligence = Well intelligence usually can't be measured between characters from different verses. But just from the descriptions of their Intelligence they seem roughly equal or perhaps FēisÃön may have an advantage here.

Stamina = Again FēisÃön is superior or at least he seems superior with his Immensely Superhuman Stamina as compared to Felicity's Superhuman Stamina.

Hax
Ah now I just had to make an entirely new section for Hax as Felicity has pretty descent hax for his tier.

So Notable Hax for Felicity =

• Garrote: Strikes the enemy brutally, silencing them and making they lose their concentration and focus temporarily.

• Throw Knife: She throws her knife with astounding precision, always aiming at the enemy's face. It will cut the enemy's speed by 50% and reduce their concentration.

• Blade Shield: Felicity shields herself with her blades, absorbing massive quantities of damage. However, if her guard is broken while Blade Shield is active, her physical defense will reduce by 50%.

• Black Metal: A attack with mysterious properties; Healing & Regenerationn will only work at 5% of their original potential.

• Shadow Blend: Felicity blends herself within the shadows, multiplying her speed twice of the original value.

Notable Hax for FēisÃön =

• Grand Vision allows him to see through walls and perceive information at greater levels.

Conclusion
Well this is a pretty tough decision as on one hand FēisÃön is far superior to Felicity in terms of speed but it doesn't seem like he could one shot her. And Felicity can technically one shot FēisÃön given that FēisÃön's Durability is pretty bad here.

Well there's likely a 50-50% chance of either of them winning but Felicity has my vote for winning here as she does have descent hax and could technically one shot FēisÃön if she ever get's a hit in.
