Filthy frank upgrade

I just realised. Beerus and champa are not bordering on 2-C because they affected two universes and breached the axis between them regardless of it being a matter feat.

Based on this, this basically means that affecting multiple universes (as long as they are their own space times) is 2-C. Filthy frank was able to affect multiple universes by clashing with pink one and they are considered as their own space times. Shouldnt he be upgraded to 2-C for his third key?

The quote seems to imply more physical universes, as it mentions galaxies, but I digress.

If that's the case, then I'm pretty sure he should be upgraded? I'm honestly not all that sure.
