• Time Slow: He could be giving him speed via Power Bestowal?
• Resistance to Time Slow: He's Flash, there is no way to tell that he isn't just speeding up. But here he's literally thinking "I am speeding up?", so no.
• Limited Resistance to Emphatic Manipulation: He gains Intangibility via vibrating, this is unapplicable. Although we can add to his Intangibility that he can get pass mind manip via it.
• Limited Resistance to Illusion Creation: I'm gonna say classic comicbooks bullsh*t.
• Limited Resistance to Energy Absorption and Life-Force Absorption: Seems to be the case.
