Anyways, I vote for Fran.
To start with: She blitzes.
Assuming you wanted to speed equal Fran has basically everything Regina has, except the psyche corrupting beam that Fran resists.
Given that Fran has like a hundred more abilties in addition to that, I would give it to Fran for now.

Wouldn't the psyche be more mind than soul?
But yes, it's weak against soul manipulation. However, due to appraisal they would know it's comming and could just block the beam through a barrier.
