Seriously Chris should take this by generally better strength. Arguably able to fight with combatants as fast and skilled as Leon S. Kennedy.

Don't worry, this time around it will not be necessary.

While this isn't stated in the profile, Frank West is actually capable to react and dodge gunfire with his Dodge Roll (even at close range) and he was able to keep up with Adam the Clown who's also fast enough to dodge bullets and even block them with his chainsaws, in Off The Record he is capable to shoot and detonate incoming rockets out of the air.

So while he is not necessary faster than Chris (as Frank West is just Peak Human while Chris is Superhuman in actual speed), they should have comparable reflexes/reaction time.

Kinda, Chris's moving the boulder was impressive but Chris wasn't able to push it in an instant, he needed time perform the feat while using all his strength.

And Frank doesn't lack in strength department either, in Off The Record he was capable to physically damage a giant robot controlled by Stacey Forsythe, so i think they should be even match in strength.
