Fresh-Level Digimon Question

So, I was looking at Digimon profiles and noted all the Fresh digimon (you know, the digimon that are straight-up babies) have an Unknown rating. Thing is one of the Fresh digimon has a legit firecracker-like attack: https://digimon.fandom.com/wiki/Nyokimon

Why don't we scale Fresh digimon from that thing?

That's not real firecrackers, it's popping seeds used for distraction.
It's profile also says it's offensive power is non existent.

Although in games Fresh Digimon can be trained and used in combat so they are in a weird situation.

tbf the babies do have to be able to fight in a jrpg where your monsters fight. they just have the lowest stats and lowest attack power where their bubble attacks do like 2 damage per hit even to guys lv1
