Round 3: Garou after releasing his limit and becoming a monster vs. Dio during Stardust Crusaders after absorbing Joseph's blood (Nine seconds stop time)

Round 3: Garou Stomps HARD.

Dio's Time Stop doesn't accumulate damage, so it's all Building Level Attacks against someone who's City Level at base, Continent Level to Planet Level in his final form.
