GER probably wouldn't block Kars simply learning about it. So Kars copies, improves, and then wins.

Bit late here, but you're thinking of Epitaph, which is used by Diavolo. GER's main abilities are simply enhanced speed and power from base GER, along with passive causality manipulation, and based on a statement, is capable of reducing someone's will to zero. It should also have GE's base powers, which have nothing to do with time.CrackerVolley said:

That's because Giorno, and by extension GER, already know that Diavolo can see the future. They're just telling him that he's never going to get to whatever future he's seeing.

Kars understands and becomes resistant.

Nothing is gonna stop Kars from just understanding, and possibly even copying GER, then getting Gold Experience Requiem Ultimate. GER also can't finish him off, to send him through a death loop.
