I feel like there is an argument that can be made for it based on this kind of extrapoliation of his technique, but to my knowledge there isn't any point in the source material that supports this. If Gojo is capable of some level of time manipulation, he hasn't shown it.

This is something that I'd keep in mind if we ever learn more about how limitless works before the end of the series, but as of right now I don't think we have enough to go off.
