Gouken doesn't really scale to 1.2 gigatons; instead, he scales to Akuma, who in turn could easily defeat PoN Ryu, who is superior to the SnH Ryu who could perform the 1.2 feat.

On top of that, I also feel that Gouken would win via much higher skill and better ranged options, which triumph over AM advantages such as LS and stamina.

Easy Gouken win, no question.

Street brawler vs master martial artist. All Might usually fights people who are vastly inferior to him, and has no formal training (To are knowledge) beyond his own experience in battling villains. He's a good fighter, not bad at all, but a novice compared to someone like Gouken.

All Might is inferior in every aspect except for LS and Stamina. LS is pointless since All Might isn't a grappler, and even if he decides to try and grab there is no way Gouken would let himself be caught by such a thing. Stamina is worthless, since a good chunk of fights don't even last 5 minuets.
