Isn’t Zeno stated to be the strongest character in the setting?

In the Anime, this would most certainly be untrue, but the manga was different from what I heard. But I haven't read the manga version thus do not know full details. I do agree that preferably more context than just this scan.

I mean, this makes sense tho, Angels are stronger than their Gods, Grandpriest being stronger than Zeno is coherent (and I don't think there's enough evidence in the manga that contradicts that scan)

I'm pretty sure there was a scan of Beerus in the manga mentioning how Zeno doesn't fight, but he is without a doubt the strongest (like in the anime)

I'd just take it as GP being the better fighter.

There's a statement from Shin that says no one can defeat Zeno in the manga too. Though, I don't know if GP is included in the context. You might also think Whis is a more reliable source than Shin.
