Both at equalized speeds

Reimu does not have the Ultramarine Orb Elixir

The Ashen only has Darkdrift and Shield of Want in equipment matters

Both at High 4-C and Reimu can't use her Fantasy Nature

You can't restrict things like that my boy. You can restrict items, but not abilities like Fantasy Nature.

That being said, even without it, Reimu just outhax. Spatial Manip preventing any hit, and danmaku + sealing + offensive spatial manip will end the Ashen One quite quickly.
