An interesting match-up. While The Mask is much more versatile, Haruka has exactly what it takes to defeat him: a great manipulative intellect, gifted on her special case, given he can manipulate even teacher shinobi and the most calm, collected and keen of people. Having the same range, speed, power, and only being outclassed in stamina and even then by little over two times in a battle that won't last hours, she has the edge she needs.

Pretty sure the Mask isn't Hibari levels of gullible so I'm not sure how easy it'll be for Haruka to make him take the mask off. He's also insane so he may not even have the attention span required for her silver tongue to affect him. So unless someone can give a specific and likely scenario in which she succeeds in making him remove the mask, she's not going to do jackshit against someone with Low-High

Well, The Mask's page talks about him being tricked into removing his mask. I've watched the cartoons on this guy and he never seemed like he had such a short attention span that you can't talk to him: The Mask can hold a dialogue, even if not much of a long one, but given he's extremely impulsive and she can deal with most he's got for long enough to end up finally succeeding at tricking him into removing it (and an impulsive character shouldn't be hard to provoke, maybe even faster than Hibari since he reacts so quickly and thoughtlessly to everything), she, well, should be able to succeed.
