Carlos Norman Hatchcock vs Reki

Can the Descendant of Minamoto no Yoshitsune and Genghis Khan defeat the Reincarnation of the White Feather in familiar terrain?

Scenario 1: The battle starts in the Green Hell.

Scenario 2: Standard Assumptions.
 
Reki definitely has the advantages in range and long-range precision shooting, but those are rendered moot by Hatchock's Green Hell limiting visibility a lot. Hatchcock's experience with that kind of terrain, speed and stealth give him the win in Scenario 1 with some difficulty.

As for scenario 2, this runs into the same problem as previous sniper fights. We have no good way of determining who finds who first. If Hatchcock finds Reki first he can pull her into Green Hell, which would end up the same as scenario 1. If not, I'd lean slightly towards Reki for better sniping feats and range + having Haimaki as support, though Hatchcock's superior speed could pull through.

In fact, checking back on Hatchock's reveal, you might want to equalize speed to make it fairer, he shot ten people in the head and the heart in an instant.
