High or Low Godly?

Captain Atom says he was a ghost and had to recreate himself without even knowing, but the scientist believe he was destroyed on subatomic level. Would it be high?

The reason I am asking is because Captain Atom's consciousness was still around and could see everything and slowly built himself up subconsciously

He looks to be regenerating his body from surrounding particles via his mind to me. From what I understand that can qualify as Low-Godly.

"High, likely Low-Godly" also works though.
