Eiji Aonuma says this about Hyrule Warriors canon:
"Within the Zelda canon, there is the timeline, but there has always been the sense of the main story and kind of a side story. Like, Majora's Mask might be considered part of that, though it does exist as part of the timeline. With Hyrule Warriors, there is a link between the two, but it exists as a separate dimension, so it doesn't exist as part of the main canon. Lately I have been thinking of it similar to The Avengers.
Each of the characters has their own timeline, so there shouldn't be any crossover there, but maybe they've been brought together as part of that story?"
Aonuma establishes a link between the timeline and Hyrule Warriors dimension, likening the characters from both dimensions meeting to the movie The Avengers.
Later material for the Hyrule Warriors verse itself makes the same distinction; characters from past games being from another dimension. This, and it being similar to The Avengers (which is clearly canon to each individual character), heavily implies that those really were the real Zelda characters actually coming into Hyrule Warriors.
(In fact we already use scaling for the canon Argorok on all the pages)

Should the big boys in the comments agree, all we'll really need to change is make a Low 5-B Key for everyone but Ganondorf, and change Toon Zelda to only Low 5-B.

The scaling:
- Majora's Mask Link, along with Majora itself, are among the characters in Hyrule Warriors. Supporting everyone scaling to him, Lana seemed to get the Majora's Mask's power from wearing it as a costume and can still fight on par with most cast members, Linkle, ******* Linkle beat Majora in her side story, and Warriors can use a Majora's Mask's power to fill their Gauges.
- This doesn't change any tiers, but every character has Weapon Tiers that they can earn. The weapon they enter the game with is measured at a Power of 80, while the strongest Lv. 4+ weapon they can obtain always has a Power of 750. Warriors should be able to tank these OP weapons, though with much more damage.
