I am confused. Is this an outlier or it is a power scalling? Part III

In many similar pages like Vs Wiki (I will not mentioned for avoid spam), there is people that consider this as an outlier, meanwhile, others say that it is not.
What causes so many discussions was something like this:
¨Character A have a powerful sword. With this arm, he cut people like if they are paper and destroy tank with a single attack from his blade. Make it a 9-A being. Then, later in the book, he fight against a powerful minion that belong in Tier 7-A and, in the book where it appear, we are told that his attacks are equal to 120 megatons. Then, Character A destroy the powerful minion and, after that battle, character A will face other beings similar to the minion.¨
Is it an outlier?

Read our Outliers Guidelines section to determine it as such. Simply jumping to the next tier as the story progresses on its own means nothing. Context is king.

It would only be an outlier (debatable still, btw, since power progression is a thing) if he somehow struggled against the tank, for example. But as KLOL says, one would have to check the specific context. Maybe the tank is made of a special material, for example. Myriad of things.
