Ichigo (Bleach) VS Kyogre (Pokemon)

Kyogre due to having more abilities such as slowing down speed, accuracy, and power. Also in the fight amp his owns stats unless you will restrict Kyogre to 4 moves like any pokemon then i say Ichigo with mid-diff by not using his speed which he commonly uses.

Why would I restrict him to 4 moves? Isn't that game mechanics?
