Just in case, the question here is not about if it's "tier" is highballed or lowballed it's about how it's treated compared to inaccessible.
Not trying to be rude. But, isn't Mahlo cardinals are so large that they are out of reach using diagonalizations of inaccessible cardinals? If a cardinal k is Mahlo, then it naturally implies that k is a-Inaccessible for all a < k. Likewise, k is not the smallest cardinal such that a is a-inaccessible. There are k ordinals below k such that k is k-inaccessible.

A Mahlo cardinal is an inaccessible such that the set of inaccessible below it do not form a "small set".
