ONE stated that Ōgon Seishi is equally strong as Ossan (main protagonist from makai no ossan). Can someone collect the feats of Ossan so that Ōgon Seishi's tier can be determined until the manga reaches the Ōgon Seishi's creation?

The reasonings behind that rule imply that it's talking about stuff like crossover episodes/games etc since the reasonings don't really apply to direct author comparisons.
Regardless, after reading the manga this probably wouldn't even be enough to place him at Hammerhead's level, so it doesn't really matter here.

It applies to author comparisons as well. They recurrently do not know exactly how powerful characters of other franchises are, or even exactly how powerful they have made their own characters. There is a good reason for the "authors can't do math" trope.

I think that as it is another work of ONE it is possible to accept that the comparison is valid, since they are his own verses developed by him and he knows how the power works in each of them and how strong a character of one of them is compared to another one of theirs works, like One Punch Man or Mob Psycho 100, it's like if at some point I said that Mob is equal or stronger than Tatsumaki, I think it makes sense and coherence. Now we must see the power of Ossan and if it really corresponds to Ogon Seishi, if it is too high or too low for the standards that handle those of the association of monsters can easily be inconsistent.

No, sorry, but we tend to reject such cross-series comparisons, even if they are written by the same author. The authors have not sat down and calculated all of the feats for the characters and made comparison charts.

Oh well, sometimes the authors themselves disclose the real abilities of the characters they have shaped, so it makes sense since balancing characters from different series is complicated. Ogon still has a fair tier for what is shown in One Punch Man for characters like him.
