So this guy is able to exit time and space and when he does it he views people as frozen and it's considered as being more instantaneous than teleportation/happening in no time at all. However the latter is from another characters perspective. It's also not time stop/time manip just moving outside of time.
Become one with the void. Using your control over the void, shift yourself from a corporeal state to a void state. Once shifted, move through the void and out of time and space.
Then there was the teleporting. He wasn’t even sure if he should call it teleportation. There was no time between when he was in one chair, then the other. Bronson had seen people teleport before, and it was never as instantaneous as what Derek had displayed.

He moved to the paused Walter’s side, with his chin resting over the man’s shoulder, just within whisper distance. He released his skill and whispered in the man’s ear, “I think I would have managed.” He activated the skill again and moved back to his seat before releasing it.
