Ultron's body can go intangible. While I don't think he can hit Ichigo physically since the latter is a spirit, beams of energy from the Soul stone and probably connect. I'd say Ultron is more likely to win but I'd like to hear other arguments.

Given the location is Soul Society, as is the usual norm in Versus Threads involving Bleach, I believe the OP's intention is to allow them to physically interact.

He doesn't need to completely turn his whole body intangible as he can select which parts of his body to become intangible.

I.E. He can turn parts of his body that are in immediate danger intangible and counter attack.

I didn't watch the finale of what if yet but ultron has all the stones and IF he can use them isn't this a stomp? The stones let him stop and reverse time, transumute ichigo OR his attacks or possibly even BFR etc

In this key, Ultron only has the Mind Stone, and he doesn't usually use HAX in character.

Not in character for him to do. All ultron (and just straight up vision for that matter) does is use it to help with intelligence and also use it to blast the shit out of things.
