Is boundary manipulation conceptual manipulation?

If a character can push the boundaries between two things making them the exact same thing, this would qualify as conceptual manipulation right?
 
Isn't Boundary Manipulation essentially specialized conceptual manipulation? Look at Yukari Yakumo.
if a verse shows it as concept then yes
by default no
as you have said, what yukari manipulating is the fundamental boundaries between concept with her boundary manipulation , it's application of her boundary manip but that doesn't mean every boundary manip in fiction would be same

like if a character can affect concept with water manipulation doesn't mean all water manipulation in fiction will be able to affect concept

I think you should read the conceptual manipulation page
I already did. But I could find any explanation on why some characters like Yukari Yakumo have conceptual manipulation because of their boundary manipulation, while others don’t (as Greatsage even pointed it).

need more info on this
"state of mind " thing may suggest it being mental concept , which doesn't qualify as any concept types
but the conception of something can be type 3 , or maybe even type 2 and 1 if it's nature is elaborated upon
