Is it a fallacy if

I make the claim that one character can do something it has never been shown to do, BUT every other member of its species' can do it, it hasn't been stated or even implied that the character in question can't do it, and the character in question has been confirmed by WoG to have much more refined powers than its kinsmen?

If its a universal power/biological ability of the species then it wouldn't be a fallacy and with WoG whatever it is would scale greater then its kind.
