Sounds like the person writing it has the ability to move across timelines if "fleeing from the timeline" is taken literally. Probably some form of Time Manipulation I guess? Not sure if Lannis is just really really powerful but doesn't have the ability to move across timelines as well, since the time controlling guy is doing a favor for him (possibly implying Lannis can't control time himself and needs the time guy to do it?)

He able to stop, reverse, skip, erase and time travel also yes Lannis cant do these stuff he ask the guy to bring him weapon from the future
