Imo, no. It seems to be "data" as a memory or knowledge, not as fundamental information.

The best way I can explain it is that it seems like information as keeping a "record" of everything that exists.

IM 2 would be if this information was "fundamental building blocks", thus being what was creating them, not the other way around.

Information type 1 would be information that makes up" knowledge" or "memories", so it could be Type 1. But simply making up a being is not enough for it to become type 2.

So it could be type 1 or something else entirely.
