I think Issei must win this due to Ascalon and Penetrate ability. Also he can double his power multiple time

Issei have Ascalon, Penetrate, and Ability to repair his armor on the other hand Tatsumi have Precognition, invisibilty, and Regenerationn.

Tatsumi due to much higher battle awareness and skill. Tatsumi doesn't have an issue with killing, while Issei just beats his enemies down and lets them live.

Doesn't matter if Issei has a problem with killing and Tatsume does not. in a versus fight the combatant will always kill the other combatant (regardless if the said combatant has a problem with killing)

Actually Issei did kill Shalba in vol 11, he has no problem with killing.

@gooddaysir, @touhou ranfuku, what I mean to say, they're not bloodlusted. that is indeed a big factor. think of it this way, 2 cars going to crash, both need to but only one really wants to do it. tatsumi also has superior reactive/fighting adaptation.
(example of bloodlust being important - when issei fought kokabiel, he just wanted to beat him down, but when diodora supposedly killed asia, he wanted to rip him a new one. completely different fighting style, approach and ofc, bloodlust)
