it happened with Flowey so could it happen with Chara?

so in the undertale game after Chara dies, Flowey gains the power of saving and loading ect but when Frisk fell into the underground he lost these powers and then Frisk gained them and the only time Flowey gets his powers back is when he gets 6 human souls to get 6 souls of determination making him more determined than frisk.

so could Chara lose her powers if she is fighting someone more determined than her in the underground?

Yes! If Genocide Chara fought Omega Flowey at full power (It is implied that Geno Chara fought Omega Flowey at the end of Geno) Then Omega Flowey would have stomped her as Toby Fox comfirmed that Chara is 1/500th of Omega Flowey's power. That explains why Chara asks for your soul, to regain their reset ability from Flowey.
