So basically Steve can one shot but Bond also kills with a few rockets. So who hits first.

I'm saying Bond. Nanosuit makes him invisible which Steve in base has no counter to. Thermovision always keeps track of Steve plus Bond has better training and can move around while keeping it on. While Steve one shots, Bond won't let him get close and has a better range game. Basically, Steve can one shot if he hits Bond, but it's more likely Bond blows him up from range while staying out of sight and can track any of his movements.
